FWIW...
In the transportation industry, soiled linings are a RED FLAG for
a citation and consequent deadline of the equipment until fixed and
reinspected.
Ever wonder about the stories from time to time where busses
suddenly catch on fire by the rear wheels??
Then there is/can be the issue
with "rust jacking", rust developing between the shoes and the tables, more of a
problem w/riveted linings though but
Possible w/bonded ones if not fully
bonded to the tables I would imagine.

Happened to me except it was a leaking
bearing seal. Never put a mile on the linings! Can’t boil that out so a new
reline was needed.

Old Car's Weekly tip. Say you have a set of completely arced and
working shoes on your centerplane lettered car and they get saturated with brake
fluid while in storage. They suggest getting a bucket that will hold them, fill
with water and a good dose of dish washing detergent, boil for 20-30 minutes and
the brake fluid will be poured out with the water.
