I had a similar problem with my 74 Dodge Charger. What I found out was that fan was to far away from radiator core. Fan one in from core is best. My fan was 2.5 in from core. I found a clutch fan with a longer shaft and got fan to 1.5 in from core. It made all the difference. Sometimes radiator thickness changes with recore or replacement. Also some times clutch fans get changed and replaced with the wrong shaft length. Just another thing to check.
