If there is some repair required, you may want to send it to a steering wheel restoration specialist.  Since you are in SoCal, you might try Quality Restorations, Inc.  They are in San Diego - they are a little expensive - but I spoke to him once and he seems like a good guy..  I used Gary's Steering Wheel restoration in Pa. for my 62 300.  It had major cracks etc.  He did a good job and it was about half of the other guy. I can send you pics if you like.

If it just needs painting and you have the paint code, I would think any good body shop could do it.
