Just a WAG, but from your description, there should be a 1-way valve attached to the booster that the vacuum hose attaches to. When starting, should be very little lag time for vacuum.

With a new M/C, check pedal stroke.

Got a new member candidate question while he awaits full membership to the list server.  Kenny Nobile's 1966 300 has a new brake booster and new m/c installed from Rock auto with no leaks.  When he starts the car and vacuum fills the booster, he gets a very soft pedal going nearly to the floor..  If he removes and caps the vacuum tube, he gets a very firm pedal.  What could be the culprit?
