Harry: Solving that problem might be easier than the others I listed. The wheel, vanes and enclosure appear to all be pot metal-attached to the bottom of the instrument panel frame with two Phillips-head screws. Like you said, the vanes may be chromed plastic. I would think that removing those two screws, dropping the assembly and disconnecting it should enable you to inspect and determine the problem. It may be dirt, corrosion, junk—or even some intentional jamming by a previous owner. My deflector vanes rotate easily with the little thumbwheels. It is possible one or more vanes have broken off their tiny axles and are blocking the rest. Remove the broken vane or find replacements.
