A year or two ago I purchased a fin comb made by Supco Sealed Unit Parts Co, Inc - www.supco.com. 

On its website, under Tools, you’ll see FCR6 - Fin Comb Ring. Includes 6 combs with a variety of teeth that will fit our radiators and condensers. You should be able to find a distributor thru the website.
