{Chrysler 300} 1962 Stuck Speedometer



What may cause (& how to remedy) a stuck speedometer (at 15 mph) on a 1962 300 speedometer?
Was restored by JC Auto about 12-15 years ago / 52,000 miles ago.
It's a 150mph speedometer.
Once I cracked the block, some 8-10 years ago; the car has been sitting.
Now it is alive again & a new speedometer cable has been installed.

Do I need to pull the dome off & check if the needle is caught on something?
If so, what is the best helpful hint in popping the dome; without the fear of cracking it?
I guess I need to confirm if the speedo cable is spinning when in gear & the wheels are spinning.
