I would not be concerned about the length of threads showing. You simply adjust the torsion bars so that the car sits level. Turning the adjustment bolts with the weight of the car on the jack stands puts a lo of strain on the bolts. I would take the car
off the stands and lift it with a good floor jack so that both tires are off the ground. When the wheels are off the ground the bolts should turn much easier. Then lower the car and bounce it up and down a few times. Then check if the car is level. Then
lift it again and adjust up or down as needed. This may take a few times to get it level. And driving it may require another adjustment. The bars have to seat in.
It was quite common for cars being delivered to the dealer to be too low in front. I bought my 300L new and the front was low. I adjusted the torsion bars and it has been fine after 56 years. You are fortunate to have the 1964. After raising the front end
you may have to adjust the headlights. On the 300L that required taking off the glass covers which was quite a job. By the way, my 300L also has HD suspension.

I have rebuilt the front suspension, installed new OEM HD torsion bars as the manual described and with one inch of threads showing as the initial setting as the service manual described, the car was down on the rubber bumpers! I adjusted the bolts up to the level shown at 1 1/8�, and I have about one inch above the bumpers now. Have any others found that the bolts extend even further than this to have the car level adjusted properly? I seem to remember that the one inch of thread setting was where my bolts were at before, and the car sat at the recommended height. I ask now as I am getting ready to take the car back off of the jack stands. If I need to pull it apart, I would rather do it now!
