Right you are; there was no tilt wheel with the manual transmission in 1964. But in 65, yes, the tilt wheel was avail with the manual. Why? Blame it in the tilt wheel turn signal switch. In 64 they put the tilt wheel turn signal switch at 9:00 on the column and the clutch pedal would hit it. It was the first year for the tilt option and they were still learning.
