Those sealers are awful. I learned that long ago, about 1970 ,  “ Bill Hirsch “ “aircraft quality sealer”  .another early Packard .  I thought I did something wrong cleaning it the first time , second time I had it boiled out at a radiator shop . Followed instructions to the letter.  I had little money at the time , this failure twice really got to me . 
What happened both times was the lining came off the tank walls , fell in , in sheets and ruined the fuel pump  . Clogged up everything . I am surprised it got by your fuel filter however 
And now you ( and I back then) can’t get it all out of the tank .

For our cars tanks are reproduced . Way to go , if your time is worth  anything .

But recently read an interview with a very smart guy in michigan or Wisconsin who does the ReNu process . They sand blast inside with special tooling and then I believe bake on a black epoxy coat  tough as nails . On inside and outside 
I did this on another 37 Packard tank full of rust ( so was blocked fuel pump — all in the valves) —-  about $ 400 plus ship and seems really good . Just got it back . This particular guy is really good has done thousands , town is Schwartz River or something like that . ReNu is a franchise deal , one near you might not be as good . Why I sent to him . 
Another thing I do now is leave the sock off the pickup but use an alcohol race intended aluminum fuel filter about 5 “ long with a fine  stainless mesh screen right at the tank outlet . You can open it at ends and clean it , but more important no restriction and no dropping the  tank over a ? clogged sock .  And really lots of capacity to store junk . About 40$ at Jegs . Filter at carb does nothing for fuel pump and I think paper fuel filter is too restrictive on suction side.  Ok on pressure side .
I your case I do not understand how it got by fuel filter and pump , unless chemical did not react as it should . Even so , whole idea is a bad joke . Forget it .  Been there ..
