{Chrysler 300} Need expert help.

Hi folks, I'm sorry this is off topic to let her cars but I need some help. We have a title issue on this car and I'm hoping your expertise can help me.  

It is a Chrysler Windsor Highlander. We are trying to figure out the year. I have attached a picture of the car and the Vin number tag 

Any help is hugely appreciated. I've tried vin decoders and such.
