Yes absolutely, pitman arm puller, heavy snap ring pliers or remover awl or sharp punch and metal screws abt. 1/8th inch. Remove pitman arm and the snap ring and protective washers. Using an awl or punch, poke holes in perimeter metal of seal
using sheet metal screws into holes pry the seal out. You can even use an old body work slide hammer to remove leaking seal. Grease interior of new seal and push new seal in place carefully tapping in with washers. Install snap ring when land is exposed, fastening
washers and seal in place. Check for leaks with engine running before reinstalling pitman arm.

Pop seal out.
