Matt, where did you buy it?  The repops that Van's Auto sells, for example, do not have an O-ring.  It's a coated steel washer with the switch like Bob H. said.  I installed one in my '62 last fall, no leaks.

Confirming that it has both the rubber O-Ring and the concave hard washer.

I thought there was an O-Ring as well, since I had one of the switch & looking at the part manual it reads:

SWITCH PACKAGE, w/WASHER and " O " RING
