Terry,
Lacquer goes on smoother, dries faster, and is easier to sand and
polish but DO NOT spray Lacquer over an enamel, it will wrinkle the
paint.
Enamel is harder and a more durable finish and can be sprayed over
lacquer with out any problems.
although lacquer is a softer paint it holds up well against oil and gas
and makes a good engine bay paint.
these have been my experiences anyway.
