It isn't absolutely essential that it be replaced, but if you feel you 
need to, any insulation would work.
The styrofoam will work, but if you get any gasoline on it, it's history.
There is a product that used to be made that was called Armaflex.
Air conditioning companies use it, mostly on refridgerant lines, but it 
does come in sheets
It's black in color, and comes in 1/2" thickness.
Works well. Looks like neopreme rubber.
As small of a piece  that you need. you may find someone that would give 
it to you.
