there's a spring clip in the window crank handle that rests in a
groove on the regulator stud.
any flat bladed tool you can slip behind the handle to compress the
spring while wiggling the handle
and spring out of the groove and off the stud should work. there's
also a spring behind the door panel
that keeps the panel push-up against the spacer thats behind the
crank. so you can push the spacer back
to slip your flat bladed tool behind the crank . it's not easy but
once you get the clip out of the groove the crank
should slide off the stud easier. also you can get flat bladed tools
that will slip around behind the handle at most
auto parts stores.
good luck and hope this makes sense.

Anyone know if this tool is available or preferably a DIY
alternative to remove the door handles?
A question from a e-mail:
"Where can I buy the tool for window regulator handle removal on
page 16-44 of the shop manual for 1962 Dodge Dart. Tool no.C-3448"
Thanks!
