oil pump question

I found more silicone in my oil pickup ... I swear the guy who did
this to me must have had stock in whoever makes the stuff ..

Since this oil pump has run itself dry to the point of heating up so
much it snapped 3 distributor shafts, I figured I should probably
replace it.  When I removed it, lo and behold I found ... you guessed
it ... *more* of that black silicone between it and the mounting
surface.

Is there *supposed* to be a gasket or gasket material between the oil
pump and the mounting surface?  The new pump didn't come with one ...

Who knows where all the rest of the black goo is within the recesses
of all the oil passages ... *sigh*
