Black wheels were standard. Wheels painted body colour were optional. My father bought a brand new 1965 Dodge with hub caps - it had black wheels. He ordered a 1970 Dodge Polara. But when my mother heard ir came with black wheels, my father had to check the box for body-coloured wheels. It came from the factory with 4 wheels painted body colour and the spare painted black. He had the dealer paint the wheel of the spare tire to match the other 4 wheels.
