I believe that the part that was described is directly below the master 
cylinder where the steering column passes through the firewall.  It is a 
black rubber seal approx. 2.5" in diameter.  My new one has a white 
center, but some of the new ones are all black, as was my original.

Here's some advice for those of you who have to change it.  I pulled my 
steering column when I changed mine.  If you do the same, then I suggest 
that you order the steering column white foam seal as well.  It's under 
the plate that supports the base of the steering column and has 3 bolts. 
 Another part that was bad on mine is a rubber donut that surrounds the 
base of the steering column and fits inside the lower support plate.  
Mine was brittle and I ended up using black weatherstrip adhesive to 
repair it.  Kramer doesn't list it in their year old catalog, and Year 
One doesn't list it either.  Perhaps another member can suggest a source 
for this part.

You'll also end up disassembling the steering shaft coupler to the 
steering box, so you might as well buy the repair kit along with the 
other parts.  There are 2 styles, so be sure you get the proper kit.  
When reassembling the coupler, be careful to install the shoes the 
proper way (tight fit way... not loose fit way) or you'll have excessive 
play in the steering shaft and you'll have to do it over again the right 
way.  (This is the voice of experience on the goof up!)  Good luck.
