I just didn't want to work at making power then dump it into running a PS pump. I once got rid of a 69 Road Runner for just that reason although now I realize that was rather dumb.
However, my 63 came with manual steering so it was a nobrianer. I think anytime it was  optional in the vehicle meaning that model of car was produced both with and without there would be nothing unsafe about building it either way. 
However, I have driven a couple of 64 Mopars with PS and i found it far too light a steering for me. These cars weigh little more than a Dart or Duster so it is more personal taste i think. 
Re low gear set. 
I have seen several guys change them but i have not seen the corresponding increase in perfomance although I have thought a 276 low with a set of 373s would be a good street compromise.
