Take out the odometer and look it over.  Just remove the dash cluster and then remove the odomter/speedometer on the backside of the dash.  

There must be a small gear out of alignment or worn teeth on one or more of the plastic gear(s).  It's not difficult to look at the mechanism and see what's wrong.  Finding the fixit parts is another story.  Maybe some similar odometers at the pick you parts junk yard.  Good luck.
