I agree with Red, do it yourself. I did my first one on a truck
about two months ago. It came out great. Get a two part epoxy
putty, Home Depot is where I got mine. Carefully fill the cracks.
Smoothing and contouring the surface to match the wheel before
the epoxy dries helps eliminate a lot of sanding. Then paint it.
Use a two part epoxy paint also, and it will look great. It is really
not that hard.

I sent the steering wheel from my 63 "440'
to Gary's Steering Wheel to be quoted.

I fully understand that restoring one of 
our vehicles can get costly,
however $650.00 for restoring my steering wheel
sounds a little pricey.
I would appreciate any feedback from any member
or alternate supplier info.
