Starting in 1962 all manufactures were required to install seat beltmounting 
hardware in their cars. 

I installed seat belts in my 1962 Newport Convertible and just had to pop out 
the rubber plugs that were installed in the bolt holes in the floor. 
I got real nice Red seatbelts that matched my interior perfectly from a 
dealer of aftermarket seatbelts while I was at Carlisle last year. Sorry I dont 
have their name.
