Its the axle vent, and it's also what holds the tee to the axle housing.
Unscrew it from the housing, clean it up, and put it back on with the new
tee.

Hey, guys, does anybody know what that springy cap thingy on top of the
rear axle brake line tee is?  I got a new tee from NAPA, and it didn't
come with it, or a bolt, or anything.  Can anybody stop me from doing
something stupid?
