 These two items are an epoxy type putty, that harden like steel. Can be
shaped, ground, primed and painted. Devcon comes in half pint cans and
bigger, and the Flexsteel I have used was carded, on the rack at Autozone
and the like. Like JB weld, only different. There is also some of these
same type of epoxy fillers that the body shop supplies store sells. 
Another trick is to mix in some fiberglass resin with your body filler
(bondo) to "waterproof" the filler. You were repairing a small area
concealed by widshield trim when done, this sounded like a quick fix.
Apparently not.
