I, too had an experience this past spring with my 64 Belv.
I posted questions on this list and then bought a puller from JC Whitney.
I think Andy Grow bought one too.

Coming back to the service station with coffee's and my cousin is whacking
the axle with a hammer.
man, blood is thick but I almost lost it.

After the first time breaking the rust, they come off much easier now.

No, they don't all do this.  Mine definitely requires a puller.   Don't know
if yours being loose is considered "bad" though.  Seems like it  would be
easier to strip the key out if there isn't some kind of "pressed on"  action
to
keep the hub tight to the axle.  But then again, I'm not an  expert by any
stretch of the imagination.
