Of course you could eliminate the shock towers with a front end like
Bill Riley
makes. I don't think he makes one for an A body that old, but I am
putting
his front end on my Duster Drag car. It helps with a lot of issues.
Steering box
clearance, it eliminateds the shock towers, and it makes oil pans a lot
easier.
Here is the link. You might want to talk with Bill. He is a great guy.
He might
be able to build one for your dart.

Remember the 65 hemi B-bodys had clearance problems at the passanger
shock 
tower, not from the heads but from the valve covers that stick out even 
further than the head surface. the b-bodys have inverted shock towers
for 
this fix, can this be done on the A-body effectively(without messing up 
front suspension geometry?  You could also move the engine forward or go
for 
a solid front axle like a funny car or gasser !
