No apparent anchor locations in my '65 Satellite nor in my brother's '65 Belvedere II. Info I have found says Rear seat belts were compulsory equipment from 1986. However, it has never been a legal requirement for cars registered before those dates to be fitted with seat belts.

Here in Australia we had mandated safety belt mounts from 1963, that is the threaded piece welded into the body. Fitting belts was compulsory from about 1968 and wearing them from 1970. Including retro-fitting in all models.
