I would like to add, when I repaired my 65 Belvedere, after all the 
metal work was complete (except the top cowl piece) I used fiberglass 
and resin to completely line the cowl plenum and filled the drains (2) 
up to the top lip of the spill point with resin. That promoted real 
drainage and rust proofing. Then I brush painted the in sides with black 
Rust-O-Leum enamel.
