1) make sure you are using a disc brake MC (the two reserviors will have
two different sizes,,,  the res. that services the discs will be larger,
and in the rear; the res. that services the rear drums will be smaller..
you said 'typical dual MC',  make sure its a typical DISC MC....)
2) make sure you've got the right res plumbed to the discs. 3) make sure 
you are using 3/16" steel lines throughout (i'm not sure how you'd do
it otherwise,,,), 4) open up the prop valve all the way it lets a full
dose of hydraulic pressure go to the rear.

how is the pedal pressure?  are you using a power booster?  what kind
of MC is it?  (do you know the original application?)
