restoring a mirror

What can be done to restore a rearview mirror, mine has two problems;
     1- that kind of discoloration around the edges of the glass ,
     whatever it is that causes it.
   2- is a loose floppy ball, any way to disassemble that joint and
   knurl it or something to tighten it up?
