I reckon that depends on how high the hole is, and the intended use for the
engine.

A street engine needs more cooling capacity, so the lower the hole is on the
block, the more coolant you've got to keep the engine temps regulated.

Not sure what the mag. article says about that.

I have a Mopar Muscle article here about sleeving, it states that there must
be enough wall to get "purchase" - there can't be big holes.

A sleeve will always save a cracked cylinder with no problem however if a
large piece is missing it would require a thick wall sleeve and that is not
always easy so in that case i would scrap the block unless it was very rare
