Both.

If you increase the bore size from 4.000" to 4.030", for example, the
pistons must also be increased in diameter by 0.030" or the pistons/rings
will be too small to rub against the cylinder walls.  When pistons/rings do
not rub against the cylinder wall, you have no compression.

If you buy 4.030" pistons and do not bore the cylinders out by .030", the
pistons/rings will be too big to fit the cylinder.

 I have a question I have never thought about before.
    When somebody says " its bored .030  over "-   WHICH is .030, the
    hole or the piston?   They cant be both .030!!   Is the hole
    slightly bigger or is the piston slightly smaller?
