I have the same problem with my Belvedere.  Original Bronze metallic  covered 
by dark blue.  My body guy said to just sand off the blue, which  was a poor 
job anyway, and scuff the bronze for the primer.  I guess a  primer sealer 
would be needed before any repaint though.  That bare metal  seems to rust while 
you watch it.  Joe
