That would depend on your Oregon licensing authority. I would tend to think that technically it would be a violation, but if no info is changed and the work is done well and (OF COURSE!) no fees or other money due to the state or county are avoided I don't see any harm. Of course, the state of Oregon MIGHT see some harm and the opinion of one silly Texan will not likely carry much weight with your authorities.

Here in Texas, we have a whole bunch of "specialty" plates. They include plates for antique cars, classic cars, parade vehicles, former military vehicles, disabled person and disabled veteran, native Texan, and four different pro sports teams. They all have different designs, and they all carry a premium price (except the disabled plates) It's all about THE MONEY!!!
