It is all a matter of perspective. to me
US Plymouths have Canadian dashes while US Dodges have American dashes. All Canadian cars have Canadian dashes and interiors
The 313 bores nicely to 318 and that is usually what we do when rebuilding one. all other parts are the same. 
We always thought with our clearer denser air up here the whole 318 cubes were not required to make the 230 hp so they made it only 313 to keep the HP the same.

That's my story and I am stickin to it!

 Now I may be a little predjucied but it is doubtful I am the worst offender. 

Re cam timing. We have found some right on and some as far as 7 degrees off  (in my book page 19 there is a 3 degree example)
Is it the crank ? Not always  as the timing marks are sometimes right on for TDC. Sometimes it is the timing gear , sometimes the cam its self I suspect.
Whatever the case it pays to check it at least.
