All DMVs are not "created equal", as some have more idiots and 
obstructionists than people that want to help.  Suggest you try another DMV that might want 
to look at serving the public, vice standing in the way of a perfectly 
reasonable (and I would bet legal) request.  Bet you find one that is willing to help 
(surprising number of DMV operators are "car-nuts").
