not  quite mechanical. they have a seconadary airvalve with counter weights which act like a vacuum seconadary as well to override the throttle plates below. These are the two plates you see in the secondaries with the bends and slot cut in them. A  couple of carbs were produced without them , 273 Hipo AFb and I think the hemi carbs if i remember correctly in at least one year had them ommitted. 
Why do you have no secondaries?
First thing to check is the choke . if the choke is on even a bit there is a linkage on the side of the carb called a secondary lock out that keeps the sec from coming on during choke operation. best way to check this is unhook the choke linkage and try it to see if it makes a difference.  I may be able to find a picture of it. Sometimes if the carb is a bit oversize the seconadry will not come on properly. In this case we drill the conter weghts till we get the desired result although it is a lot of work. 
Holley. If a holley carb is not responding to the seconadary we open the vacuum diaphram. remove the check ball (No Leroy it will not hurt the carb despite what you may have heard)  and take the stock spring and pull it back through itself once then reinstall it . it usually really wakes the holleys up and often works better than the spring assortment deal although you can go that way as well. 
in the Holley  look down the passenger side primary throttle bore. you will see a little brass tube sticking slightley into the air stream. Air rushing by this tube when it reaches enough speed will create enough vacuum to overcome the sec spring pressure and  open the secondaires.
