Gary,

Undo the screw that hold the fuse box to the bottom of the dash and roll 
the fuse box over enough to see the terminals on the back.  There is a 
plastic cover on nthe back side for a dust shield and it comes off 
pretty easy.

You can then determine if the connectors are corroded or as suggested, 
loose or not connected at all.  If you want, run a jumper from another 
fuse to power up the cluster lights.  Then you will know that the lights 
work or they are all burned out (not likely that all will burn out at 
the same time).

Pleae keep us posted because often the solutions are never published, 
only the symptoms and suggestions.
