Is pitted aluminum restoreable or ruined?

This stuff looks like little scabs (or frost) on the aluminum.  It's "in" 
the metal (can't be wiped or scratched off).

Is this trim wasted or can it be buffed out to where you can't see it or 
tell it was there?
