swapping cranks



a buddy asked me this and i didnt know for sure so i thought i would ask
here.
   He is low buck overhauling  a 440, and the crank ( steel)  doesnt
   look too good, but he has another one ( also steel) that he thinks
   might just get by with a polish.
  His questions  are :  1) does this mean the block will need line bored
  or honed to  match the new crank??
                    2) what about the rods , do the rods need resized to
                    match the new crank?? He says the pistons mic out 
                    good and the cylinders show minimal wear and taper,
                    so hes just gonna re-use the rods and pistons.
                    3) what about balance, will the NEW  crank affect
                    the balance of the OLD  pistons and the old
                    balancer??
