I e-mailed the gentleman.  He said you still use the factory clamp, and 
this spring clip goes over that, as well.

I think it might work on a 1965, as I have one of those columns and the 
housing works like a later one, only it is shorter.  1964 and back, no.

I'm using a 1968 column, so I got lucky.
