A dashpot slows the return of the throttle to the closed position when you take your foot off the gas to keep the engine from choking. What many people call a dashpot is actually a choke pull-off, which uses engine vacuum to open the choke and disengage the fast idle. It is needed because the bi-metallic spring in the choke well of the intake heat crossover takes longer to warm up than you'd want to wait with the engine at fast idle. My '65 413 had a choke pull off, but no dashpot.
