rear tail lights

Clear Day I have a question on my rear tail lights. I have a 64 Dodge 440 
model, and I got it back from the body shop and  when I put on the tail 
lights, I noticed that the top and bottom are different. One is wide, and 
one is narrow. Which one goes on the top, the narrow , or the wide?? One 
other thing, when I turn on the lights they all work except one. The bulb is 
good, and when I put a tester on it, the tester lights up, but when I put 
the bulb in and put it in the housing it won't come on?? Any ideas...
