I had this happen on a 66 Charger I owned a few years back. Sure enough the 
cable was broke but before I replaced it I reached up and found that I was 
unable to turn the brass bushing on the back of the speedo. It was seized 
and that's what the screaming noise was and that's what had broken the 
cable. I took out the cluster and found that there's a small hole on the 
back of the speedo head with a cotton wick sticking up. I oiled the wick and 
kept trying to turn the bushing that the cable goes into until it started to 
free up. I then took the broken  end from the old cable and put it in a 
drill motor and ran the speedo with the drill and kept oiling the wick. For 
a while all this black crap kept coming out of the bushing until it freed up 
completely. Put it back the car with a new cable and never had another 
problem. I've never seen anything in any factory service manual about oiling 
that wick on the back of the speedo. I guess they didn't feel it was 
important since it only needs to be oiled every 40 or 50 years.
