Nick, did you see this one Radir has?  Its not a 9" but close.  New, not 
recapped, and DOT approved:

Tire Size:  7.75-14"

Height:  2-1/4" 26-1/2"

Section Width: 8-9"

Tread width:  7"

Reccomended Rims 14x5 thru 14x8.5"
