Twist the center cap only. The horn ring is attached by three phillips screws through plastic bushings, which you'll find under the cap.

Trying to pull the steering wheel on my '65 Belvedere and can't get the horn ring off. Twisting it counter clock-wise, as it should be, but won't budge.
Any clues or do I twist until it gives or I bust a gut?
