Either the switch is loose, or something is out of alignment enough to let the large snap ring (the cancel cam) on the back of the wheel touch the horn contact (little wheel on a spring post of the t/s switch). You can try to insulate them from one another. It's also possible that you're shorting that contact to the column elsewhere else (under the switch?).
