Yes, why not protect them. I assume the chroming place got rid of any rust that was there before they refinished the bumper. 

FWIW, I've put POR on the back of a bumper that was "good enough" on the chrome side but had some serious surface rust on the back side. Prepping as directed, then using the POR, there is no sign of rust after over ten years.
