Harmonic balancer

How much pressure is actually required to keep a HB in place,,,,,,, I know  
that the torque on the crankshaft bolt is 135 ft.lbs.,,,,,,,,  but can see  
not reason for that much pressure, the question arises from my son wanting  
to couple two big blocks together, and the way he is wanting to do it 
interferes  with the use of the normal fastening ,,,, any thoughts out  there?
